New ground-handling rules in India

India's Civil Aviation Ministry is to roll out its new ground-handling policy in January 2011 despite lobbying by private airlines against the changes.

The new policy eliminates the use of outsourced manpower and restricts the number of service providers operating at airports.

Private airlines lose their right to carry out their own ground-handling, instead hiring national carrier Air India or independent agencies nominated by airport operators.

The changes have been on the books for years, but airlines until now have prevailed in their pleas to avoid implementation.
