Saudi will regulate agents for speedier cargo handling

The GACA said the new system would facilitate air cargo services as the cargo and packages of authorised companies and agents would be taken aboard civilian and commercial aircraft without further checking.

“In accordance with the new authorised air cargo program, all companies and agents providing the service must obtain air cargo permits that will allow them to ship their packages and consignments without undergoing double and complicated security measures at airport cargo facilities, said the GACA.

Spelling out the requirements and security conditions to be fulfilled by an air cargo agent to win the regulated cargo contract, the GACA said they should have at least one scanning machine, apply security bands to tie the cargo, should have secure warehouses with close-circuit television monitoring systems and guards.

Companies and agents intending to win a licence should also provide sealed trucks for cargo transport, and employ trained Saudis. They should also fulfil the security and safety conditions set by the Civil Defence and Public Security for their buildings and warehouses.

The new program is being introduced in line with recommendations of the International Civil Aviation Organisation.

According to Abdullah Ruhaimy, president of the GACA, the new program is in the interest of licensed air cargo agents, as well as the air transport companies and security agencies responsible for aviation security. “This will ensure maximum security and protection for air cargo carriers and reduce difficulties for cargo agents,” he said.
Airline companies have welcomed the long-awaited system, which is already in force in Europe and the United States.
