He said the government's excessive taxes and inefficient airport regulation would destroy the UK's legacy as a champion of aviation.
Bisignani also attacked the UK's air passenger duty.
"In November, air passenger duty (APD) increased to GBP2.7 billion annually," he said.
"That's enough to offset all of the UK's aviation emissions four times. To borrow a UK phrase, this is potty."
At the UK Aviation Club, he said: "APD must disappear ... it is an unjustified burden."
