The US move to have all domestic air cargo carried in the bellies of passenger planes screened by August 1 may lead to higher fees if airlines are left with the job of breaking down pallets to scan contents.

The new rules mean each piece of cargo shipped has to be inspected, raising the spectre of consignments stalled at airports because there isn't the capacity to screen them in time for scheduled takeoff.

Shipper, carrier and freight forwarder executives all have warned of likely shipment delays in the days following the August deadline, especially if airlines are responsible for screening an unquantified 'large proportion' of cargo before it is loaded.

American Airlines cargo head Dave Brooks has warned carriers might not have the airport space needed if they are hit with a flood of uninspected cargo.

Brooks also said American will be "dramatically increasing fees" for cargo if the burden is too high.
