Amtrak changes ticketing rules

US rail operator Amtrak is making its 'saver' tickets non-changeable and non-refundable and setting restrictions on standard fares as it moves to operate more like an airline.

Executive vp Roger Harris said the new rules will allow the railroad to make “the very lowest fares even lower”.
