Cuba shakeout turns a corner - three carriers want more services

Several US airlines have announced cutbacks to Cuba services, but three of them say they want to add more flights - to Havana, at least.
The slide started when American and JetBlue cut capacity to Cuba (including to its secondary airports), while regional carrier Silver Airways and ultra-low cost carriers Spirit Airlines and Frontier Airlines announced plans to exit the Cuba market entirely.
 
Those cuts mean US airlines will have 17 scheduled flights per day to Havana - Cuba's capital and largest city - compared to a maximum of 20 allowed under the US-Cuba aviation treaty. 
 
Now American, JetBlue and Delta want the three available route authorities, though their route plans (USA airports/cities served) vary considerably.
