Trai Thien Air Cargo of Vietnam - believed to be the country's first licensed air freight carrier - has been unable to inaugurate services as planned this month because it has yet to charter an aircraft. The Civil Aviation Administration of Vietnam (CAAV) earlier had warned Trai Thien against leasing old freighter planes for its new service.
