More countries joining EU ETS revolt?

The European Union's Brussels-based officials are facing up to the reality that three leading members - Britain, France and Germany  - are serious about scrapping EU plans to make all aircraft pay a carbon charge for using EU airspace.

In a joint document, the three countries say they are concerned about "the political acceptability and practical implementation of an airspace Emissions Trading System" (EU ETS tax).

EU diplomats reportedly have conceded that many more of the 28 member states agree the ETS plan is impractical.
