New US DOT carry-on baggage rules

US passengers will no longer be able to pack loose lithium batteries in checked luggage beginning 01 January, 2008, the date new US federal safety rules take effect.  The new regulation, designed to reduce the risk of lithium battery fires, will continue to allow lithium batteries in checked baggage if they are installed in electronic devices, or in carry-on baggage if stored in plastic bags.

China and Hong Kong intend to relax aviation restrictions so carriers including Cathay Pacific and Air China can increase cargo and passenger flights. All-cargo flight restrictions will be dropped as of end October 2008, including flights to and from Beijing and Shanghai. The memorandum of understanding means restrictions will be relaxed for the busiest destinations: Shanghai, Beijing, Guangzhou, Kunming, Chengdu and Dalian.  Hong Kong also has signed a bilateral that more than doubles flights to Mumbai and Delhi, India and introduces new services to Bangalore and Chennai.-Jack Handley

Shah joins Delta

Delta Air Lines has appointed Neel Shah vice president Cargo, effective January 14 and replacing Ben Darnell.  Shah will report to Delta president Ed Bastian. Most recently, Shah was vice president sales and marketing United Airlines Cargo. Shah also is a member of the Air Transport Association's Executive Cargo Council and is a board member of Cargo 2000. –Jack Handley

Reports say Lufthansa Cargo intends to invest a ‘significant’ amount in cargo facilities at the northern part of Frankfurt Airport now that a third runway has been approved -- and that an average 17 flight movements will be allowed at the airport between 11.00 pm and 5.00 am.

New general manager for Jade Cargo

Flight captain Kay Kratky has been named new general manager of Jade Cargo International, effective 01 January.  Kratky was appointed caretaker general manager of the German-Chinese cargo carrier, based in Shenzhen, in September 2007. Kratky was previously in charge of transport management and flight operations at Lufthansa Cargo.
